Parlatino Latin American Parliament On December 7, 1964, in the city of Lima, after a long lasting struggle since the middle of the century, the Latin American Parliament was created. According to one of the paragraphs of the Statement of Lima, subscribed on that opportunity, it is a permanent democratic institution representing all political trends existing in our legislative bodies; it is in charge of promoting, harmonizing and canalizing the movement towards integration. The Latin American Parliament (Parlatino), is a regional, permanent and unicameral organization, comprising the National Latin American Parliaments elected democratically upon popular vote, whose countries have subscribed the corresponding Institutionalization Treaty on November 16, 1987, in Lima – Peru, and those whose States have adhered thereto or will do it in the course of time, according to procedures set forth in this Statute. The Assembly is exclusively in charge of accepting other members. The Parliament has the following permanent and unchangeable principles: 1. The defense of democracy; 2. The Latin American integration; 3. The non-intervention; 4. The self-determination of nations; 5. The political and ideological plurality as foundations of a democratically organized Latin American community; 6. The legal equality of States; 7. The rejection to threat and to the use of force against the political independence and territorial integrity of any State; 8. The peaceful, fair and negotiated solution of international conflicts; 9. The preponderance of International Law principles related to friendship and cooperation relations between States. The Parliament has, among others, the following purposes: 1. To encourage the economic and social development of the Latin American community and endeavor for it to achieve the full economic, political, social and cultural integration of its nations; 2. To defend the full effectiveness of freedom, social justice, economic independence and the practice of representative and participative democracy, with total faithfulness to the non-intervention and free self-determination principles of nations; 3. To care for the faithful respect to human rights; 4. To struggle for the suppression of every form of colonialism, neocolonialism, racism and any other form of discrimination in Latin America; 5. To oppose to imperialistic action in Latin America, recommending the proper normative and programmatic legislation that allows Latin American nations to fully exercise their sovereignty over their economic system and natural resources; 6. To study, debate and formulate policies for solution of social, economic, cultural and foreign policy issues of the Latin American community; 7. To contribute to the affirmation of international peace, safety and legal order, informing and fighting against armament proliferation and aggression by those who support the policy of force, which are procedures incompatible with the economic, social, cultural and technological development of the Latin American nations; 8. To direct and support the requirements of Latin American nations in the international scope, in relation to the fair acknowledgement of their rights; 9. To defend the strengthening of the Latin American Parliaments in order to ensure the constitutional and democratic life of the States, such as, to provide the reestablishment of those that have been dissolved, without limiting the non-intervention principle; 10. To maintain close relations with the sub-regional Parliaments of Latin America; 11. To maintain relations both with Parliaments of all geographic regions and with international organizations; 12. To divulge the legislative activities of its members; 13. To fight for the international cooperation, as a means to instrument and encourage the harmonious development of the Latin American community in terms of general welfare; 14. To promote the study and development of the Latin American integration process aimed at establishing the Latin American Community of Nations; and 15. To promote, accordingly, the direct and secret universal suffrage system as a means to elect representatives that will integrate the Latin American Parliament on behalf of each country . The Latin American Parliament comprises Congresses and Legislative Assemblies of the Participant States democratically formed in Latin America that will take part in it through permanent plural-based delegations that shall represent them and are the following: Netherlands Antilles, Argentina, Aruba, Bolivia, Brazil, Chile, Colombia, Costa Rica, Cuba, Ecuador, El Salvador, Guatemala, Honduras, Mexico, Nicaragua, Panama, Paraguay, Peru, Dominican Republic, Suriname, Uruguay and Venezuela. In order to be part of the delegation of a member Parliament and to participate or intervene in the development of activities of any Latin American Parliament body, it is required a status as head or deputy parliamentarian; the loss of such status will cause the exercise of the corresponding representation to cease automatically. A member Parliament may be suspended in its status as such, in case it loses the conditions set forth in this Statute to be a member or in case it voices itself or acts against the principles and purposes of the very Latin American Parliament . In case Parliaments are dissolved, suspended or under intervention, the legislators who have belonged to such bodies will be entitled to participate in meetings and commissions as observers, until such time the office term for which they have been elected has ended. If, at the end of such term, the dissolution, suspension or intervention situation of the original Parliament subsists, the Board of Directors may extend such right to former legislators that so request it. The following are the bodies of the Latin American Parliament: 1. The Assembly; 2. The Board of Directors; 3. The Permanent Commissions; and 4. The Secretary General Office. The Latin American Parliament bodies may meet outside the Permanent Head Office by agreement of the Board or the Presiding Board. For a country to be declared as place of work of any entity, it must guarantee timely granting of visas necessary for members to represent all member Parliaments, as well as facilities and operating resources proper for the effective performance of duties. Spanish and Portuguese are the official languages of the Latin American Parliament.
